UC Policy 690 and UCD-690, Salary Scales, 10/1/03.
As a result of the California State budget for 2003-04, the University
did not receive range adjustment funds so existing academic salary scales
will remain unchanged from 2002-03. Tables 41 and 42 for the new Project
(e.g., Scientist) Series are added; other revisions are described at http://www.ucop.edu/acadadv/acadpers/tab0304/letter.html.
September 2003
UC Policy APM-010, Academic Freedom, 9/29/03. (Supersedes APM-010, University
Regulation No. 5, 6/15/44.)
The policy is based on the traditional cornerstones of academic freedom--freedom
of inquiry and research, freedom of teaching, and freedom of expression
and publication. The policy establishes that faculty have primary responsibility
for articulating the professional standards by which academic freedom
may be sustained. This new policy does not seek to change in any way the
authority of the Board of Regents to govern the University of California,
or the responsibility of the administration to perform its appropriate
role in governance. The policy is intended to be read in conjunction with
APM-015 (Faculty Code of Conduct) and with The Regents' 1970 policy on
academic freedom. Although this new policy applies to the University's
faculty, its issuance does nothing to diminish the rights and responsibilities
enjoyed by other academic appointees. Additional background is available
at http://www.ucop.edu/ucophome/coordrev/policy/9-29-03.html.
UC Policy APM-740, Leaves of Absence/Sabbatical Leaves, revised 9/30/03,
and attachments.
As an exception to policy, allows a faculty member to substitute significant
University service for some or all of the teaching requirement for a sabbatical
in residence; allows recipients of a sabbatical leave at less than full
salary to receive additional compensation for research from another university.
UC Policy APM-758, Leaves of Absence/Other Leaves with Pay, revised 9/30/03.
Allows a faculty member who holds a full-time administrative position
for 5 years or more to take an administrative leave immediately after
that service, in lieu of a sabbatical leave.
August 2003
Section UCD-220, Academic Senate Review and Advancement, including procedures,
checklists, and exhibits, 8/8/03.
Incorporates and updates the UC Davis policies and procedures that administer
the advancement process for Academic Senate appointees; provides links
to procedures, checklists, forms, and relevant Universitywide policies.
UC Policy 310, Professional Research Series, 8/1/03.
Emphasizes that appointees to the Professional Research series perform
research equivalent to ladder-rank faculty, engage in independent research,
can with campus approval function as principal investigators, and have
the major responsibility for their research programs.
UC Policy 311, Project (e.g., Scientist) Series, 8/1/03.
New section. Adds the new Project (e.g., Scientist) title for appointees
who make significant and creative contributions to a research program
in any academic discipline. Appointees are not required to carry out independent
research and would not normally serve as principal investigators. New
salary scales for this series are at http://www.ucop.edu/acadadv/acadpers/welcome.html.
UC Policy 620, Off-Scale Salaries for Appointments and Advancements,
8/1/03.
Revises Section 620-14 to include new titles and transition guidelines.
July 2003
Section UCD-025, Conflict of Commitment and Outside Activities of Faculty
Members, and Exhibit A, Summary of Conflict of Commitment and Outside
Activities, 7/28/03.
Updates campus procedures consistent with UC Policy APM-025; defines responsibilities;
requires 30-day prior approval for Category I activities; requires annual
report from faculty members for Categories I and II activities.
UC Policy 015, The Faculty Code of Conduct, 7/24/03.
Part II, Section A, sets forth ethical principles and unacceptable conduct
with regard to faculty members and their students. The revised policy
prohibits a faculty member from entering into a romantic or sexual relationship
with any student for whom that faculty member currently has or prospectively
might have academic responsibility (as defined). The policy also prohibits
a faculty member from exercising academic responsibility for any student
with whom that faculty member has a romantic or sexual relationship.
