The following policies have been issued by the Office of the President. After inserting these sections in Volume 1 of your department's Academic Personnel Manual, please annotate any changes in the Table of Contents, then post this transmittal notice or route it to persons who should be aware of policy in these areas. TRANSMITTED: APM-133, Limitation on Total Period of Service with Certain Academic Titles, effective 7/1/97. This section includes: pp.1-11; Summary Chart, pp.1-3; Appendix A, p.1. SUPERSEDES: APM-133, pp.1-11; Summary Chart, pp.1-3; Appendix B, pp.1-2; Appendix D, p.1. (There is no Appendix A or C.) PURPOSE: Revises 133-17h to provide for time off the tenure clock of up to one year for each event of birth or adoption and to allow for stopping the clock more than one time for a maximum of two years; clarifies (in introductory note) that for determining years toward the eight-year limitation of service, the combined total of periods of leave unrelated to academic duties and time off the tenure clock may not exceed two years; changes eligibility criteria for time off the tenure clock from "primary" child care responsibilities to "substantial" child care responsibilities, in recognition that both parents often share in the care of their children; eliminates references to the title Acting Instructor from the Professor series, which has not been used for ladder-rank faculty for at least 10 years. 2. PURPOSE: Revises 200-17a to codify (along with revisions to Sections 600-8 and 615-12) the University's policy with regard to the timing of salary increases associated with merit and promotion actions. In years when the State budget is delayed, the University may have to postpone payment of salary increases until the Governor and the Legislature have approved the State budget for the current fiscal year. The changes provide campuses with the option to include or omit cautionary language about the timing of salary increases in annual merit and promotion notification letters. 3. TRANSMITTED: APM-600, Salary Administration/General, effective 7/1/97. This section includes: p.1 (7/1/96), p.2 (7/1/97). SUPERSEDES: APM-600, pp.1-2. RETAIN pp.3-5, List of Appendices (p.6), Appendices 1-8 (pp.7-19). PURPOSE: Revises 600-8 to codify (along with revisions to Sections 200-17a and 615-12) the University's policy with regard to the timing of salary increases associated with merit and promotion actions. See the explanation in 2, above. 4. TRANSMITTED: APM-615, Salary Increases/Merit, effective 7/1/97. This section includes: p.1 (7/1/97), p.2 (7/1/96), p.3 (4/17/68). SUPERSEDES: APM-615, pp.1-3. PURPOSE: Revises 615-12 to codify (along with revisions to Sections 200-17a and 600-8) the University's policy with regard to the timing of salary increases associated with merit and promotion actions. PURPOSE: Revises consistent with APM-633, Stipends/Academic Appointees. See the explanation in 7, below. 6. DELETE from your manual: APM-631, Stipends/Department Chairpersons, which includes: cover page, pp.1-3, Appendix. PURPOSE: This section is superseded by APM-633. See the explanation in 7, below. 7. TRANSMITTED: APM-633, Stipends/Academic Appointees, effective 7/1/97. This section includes: pp.1-2 (7/1/97). SUPERSEDES: New section. PURPOSE: Provides for payment of administrative stipends to academic deans and provosts, department chairpersons, directors, and academic/faculty assistants, in recognition of their administrative responsibilities. The policy permits Chancellors to develop local guidelines for setting administrative stipends based on factors such as budgeted department funds and the size and complexity of the unit.
