The following policy has been issued by the Office of the President. 
After inserting this section in Volume 1 of your department's Academic
Personnel Manual, please annotate the change in the Table of Contents,
then post this transmittal notice or route it to persons who should be
aware of policy in this area.

     TRANSMITTED:  Section 191, Policy on Endowed Chairs and
     Professorships, and Administrative Guidelines and Procedures: 
     Endowed Chairs and Professorships, dated 5/21/98.

     SUPERSEDES:  New manual section; supersedes the Policy on Endowed
     Chairs and Professorships, 3/96, and Administrative Guidelines for
     Campus Implementation of the Regental Policy on Endowed Chairs,
     5/16/80.

     PURPOSE:  The Policy and Administrative Guidelines have been
     expanded and provide additional flexibility and clarification
     about the administration and establishment of endowed chairs and
     professorships, including distinguished professorships and other
     similar arrangements.  The new amount required to establish an
     endowed chair or professorship shall not be less than $350,000,
     although higher minima may be established by individual
     Chancellors.

     For endowed chairs and professorships currently being established,
     campus flexibility to continue current practices is intended.  In
     cases where a gift instrument has not been finalized prior to the
     effective date of the revised Policy and Administrative Guidelines
     and where provisions have already been negotiated with donors that
     may be inconsistent with the new Policy and Administrative
     Guidelines, campuses may "grandfather" those gifts with the
     understanding that every effort has been made to structure the
     provisions of the gift instrument to conform with the newly
     established endowed chair Policy and Guidelines.

     NOTE:  The Office of the Provost is updating the current UCD
     procedures as described in Policy & Procedure Manual Section
     260-30.
