Policy and Procedure ManualChapter 270, Properties Use and Extracurricular Activities Responsible Department: Offices
of the Chancellor and Provost This section defines types of campus organizations closely related to the University and provides general University policy and campus regulations applicable to these organizations. This section does not apply to employee organizations (refer to Section 380-21). A. Campus organization--an organization formally recognized by or registered with the appropriate authority, as follows: 1. Constituent organization--an organization recognized by the Chancellor as being responsible to one of the major constituencies of the campus community, i.e., employees or students. Existing constituent organizations are the Academic Senate, Academic Federation, Associated Students of UCD, Graduate Student Association, and UCD Staff Assembly. Refer to Section 270-06 for additional policy specific to constituent organizations. 2. Student government--an organization recognized by the Chancellor as an official unit of the University, responsible for representing a student constituency comprising either the student body as a whole or a particular segment of it. Student governments are not considered constituent organizations, as defined above, unless specifically recognized as such. Existing student governments are Associated Students of UCD, Graduate Student Association, and Law Students Association. Refer to Section 270-06 for additional policy specific to student governments. 3. Campus Recreation Student Organizations--an organization recognized by the Department of Campus Recreation, whose purpose is to provide UCD students with opportunities to participate and develop skills in a particular activity of interest (e.g., Sports Clubs, Cal Aggie Marching Band), as well as develop student leadership skills to enable life-long learning opportunities. Detailed policy and procedures for Campus Recreation Student Organizations are documented in various handbooks and manuals. 4. Registered student organization--a student organization registered with the Student Programs & Activities Center (SPAC) and formed to provide for charitable, service, social, cultural, artistic, recreational, or educational activities consistent with the educational mission of the University. Examples are the Electrical and Computer Engineering Club, Delta Gamma Sorority, and Vietnamese Student Association. Refer to Section 270-07 for additional policy specific to registered student organizations. 5. Campus interest group--an organization registered with Campus Events & Visitor Services (CEVS) to establish the organization's eligibility for the occasional use of campus facilities. CEVS will register organizations (a) whose members are associated with the University through employment, student, or alumni status, or as spouses of employees or students; and (b) that have organized to provide charitable, service, social, artistic, recreational, or educational activities (exclusive of commercial activities) not in conflict with those of the University. Examples are Hispanic Staff Association, Administrative Management Group, Al Anon, and Phi Kappa Phi Honor Society. Refer to Section 270-08 for additional policy specific to campus interest groups. 6. UCD Support Group--an organization recognized by the Chancellor that is created and operated in support of institutional interests and has as its purpose the raising of funds or providing of financial or other support for the activities of the campus. Membership is composed of friends of UCD, alumni, students, faculty, and staff. Examples of UCD Support Groups are Nelson Art Friends and University Farm Circle. Refer to Section 270-60 for additional policy specific to UCD Support Groups. 7. Alumni Relations Programs--activities conducted by the Office of Alumni Relations that (1) are developed and conducted for the benefit of both the Cal Aggie Alumni Association ("the Association") and the University, (2) are developed and conducted for the benefit of UC Davis alumni and/or Association members, or (3) lead to direct support of the University. a. Alumni Group--a group that (1) is organized and operated solely for the benefit of the University and its alumni with a demonstrated "geographic" or "special interest" affinity, (2) is recognized and sponsored by the Cal Aggie Alumni Association, and (3) whose membership consists of alumni from UC Davis. Examples are the Cal Aggie Marching Band Alumni Association and the Los Angeles Chapter of the Cal Aggie Alumni Association. b. Constituency Alumni Group--a group that (1) is organized and operated solely for the benefit of the University and the alumni of a school, college, department, or other campus administrative or academic unit ("the constituent units"), (2) has as its purpose to provide support to the constituent unit and members, the alumni of that unit, (3) is recognized by the Cal Aggie Alumni Association under designated authority from the Chancellor, and (4) whose membership consists of alumni from UC Davis. Examples are the Cal Aggie Engineering Alumni Association and the School of Medicine Alumni Association. B. Student--an individual who is either (1) enrolled in or registered with an academic program of UC Davis, or between academic terms, and has completed the immediately preceding term and is eligible for reenrollment. For purposes of this policy, an individual on approved educational leave or other approved leave status is not a student. A. Responsibilities of organizations 1. Recognition by or registration with the appropriate authority (see II, above) is required to be eligible for privileges, including use of facilities, services, or other resources. 2. Organizations must comply with all applicable University and campus rules and regulations and local, State, and Federal laws. Representatives of organizations must become familiar with University and campus policy, rules, and regulations pertaining to organizations and their associations with the campus. 3. Failure of an organization or its members to comply with University and campus policy, facility use policy, or standards of conduct could result in revocation of the organization's privileges, recognition, registration, or other appropriate discipline or administrative action. 4. This policy defines sanctions that apply to organizations; it does not in any way limit or modify other University or campus policies or collective bargaining agreements that apply to individual students or employees. B. Use of the University name 1. The following types of campus organizations may be permitted, with the approval of the Chancellor, to use the name of the University of California, Davis, or an abbreviation thereof, as part of its own name: constituent organizations, UCD Support Groups, Alumni Groups and Constituency Alumni Groups, and competitive Sports Clubs. 2. Any campus organization may use, without prior approval, the name of the University of California, Davis, or an abbreviation thereof as part of its own name only to describe location (e.g., "at UC Davis"). Terms such as "campus" or "Davis campus" may be used by any campus organization as part of its own name without approval. Refer to Section 310-65. 3. An organization may state its relationship with the University or that its membership is composed of students, faculty, or staff of the University, but it shall not indicate or imply that it is acting on behalf of the University without the prior specific authorization of the Chancellor. C. Nondiscrimination 1. The University is committed to a policy against legally impermissible, arbitrary, or unreasonable discriminatory practices. All groups operating under The Regents, including administration, faculty, student governments, University-owned residence halls, and programs sponsored by the University, are governed by this policy on nondiscrimination. The intent of the University's policy on nondiscrimination is to reflect fully the spirit of the law. In carrying out this policy, the University shall be sensitive to the existence of past and continuing societal discrimination. 2. Campus organizations receiving University privileges, assistance, or supervision must abide by the University's policy on nondiscrimination to qualify for any University privileges or assistance. IV.
