I. Purpose

This section provides an overview of the rights and responsibilities of UC Davis students and references to standards of conduct, disciplinary procedures, and complaint resolution processes in accordance with UC Policies Applying to Campus Activities, Organizations, and Students.

II. Policy

Students are members of the University community, with attendant rights and responsibilities.

A. Students have the right to learn, explore, associate with others, and express themselves in a non-discriminatory environment.

B. Students are protected by and required to comply with all laws and with University policies, campus regulations, and the UC Davis Code of Academic Conduct.

III. Standards, Authorities, and Responsibilities

A. Standards of student conduct applicable at UC Davis include but are not limited to the following:

1. UC Davis Code of Academic Conduct.

2. University of California Standards of Conduct for Students.

3. Standards of Conduct for Student Organizations.

4. Student Housing Regulations.

5. Acceptable Use Policy for electronic communications.

6. All other applicable University and campus policies.

B. Authorities and Responsibilities

Given the breadth of the University activities, many campus units have designated responsibility and authority over student rights, participation, and conduct. These include but are not limited to the following:

1. Academic standards, policies, procedures, and regulations (e.g., admission requirements, degree requirements)

a. The Academic Senate sets policies, standards, and requirements for admission, curriculum, and graduation. Specific committees (e.g., the Grade Change Committee) have authority for considering and deciding student petitions and requests in accordance with Academic Senate regulations.

b. Colleges, schools, divisions, the Office of Graduate Studies and academic departments administer requirements for their own admissions, degrees, and programs. The deans' offices of their respective colleges/schools/divisions hold certain responsibilities for the implementation and administration of these policies and standards.

2. Student discipline

a. The Chancellor has delegated responsibility for the administration of student discipline to the Vice Chancellor--Student Affairs, Assistant Vice Chancellor--Student Affairs, Executive Director--Campus Unions and Campus Recreation, and Director--Student Judicial Affairs.

b. Administration of student discipline at the School of Medicine and the School of Veterinary Medicine has been delegated to the respective dean of each school.

3. Grievances

Students alleging discriminatory or arbitrary treatment based on race, ethnicity, gender, disability, or other prohibited basis; violation of privacy rights; or sexual harassment have the right to file formal or informal complaints with the appropriate authority based on the nature of the complaint (see Sections 280-05, 320-21, or 380-12).

4. Accommodations for disability

The Student Disability Center has responsibility for determining eligibility and making recommendations for reasonable academic accommodations (see http://sdc.ucdavis.edu).

5. Registration and oversight of student organizations and campus interest groups

a. Student Programs and Activities Center (SPAC) administers registration and provides oversight of student organizations (see Section 270-07 and http://spac.ucdavis.edu/sos/policies.cfm).

b. Campus Events and Visitor Services administers registration of campus interest groups (see Section 270-08).

6. Student housing

Student Housing operates and administers residence halls and the residential education program. Student residents are subject to contract remedies in addition to student discipline (see Guide to Residence Hall Life).

7. Intercollegiate Athletics (ICA)

ICA operates and administers NCAA teams and programs. Student-athletes have rights and are subject to standards and procedures in accordance with campus, University, and national requirements.

8. Student government

Student government entities (e.g., Associated Students of UC Davis, Graduate Student Association) embody student self-governance and represent students in aspects of decision-making that impacts student rights and responsibilities.

9. Other departmental and programmatic policies and procedures

Individual departments and programs may have established standards and rules governing student rights and responsibilities within the program (e.g., intramural sports, campus recreation).

C. Use of University resources

Students, including student organizations and governments, must follow applicable policies when using any University resource, including but not limited to electronic communications resources, facilities, and bulletin boards.

D. The right to attend University classes is limited to registered students who are properly enrolled in the class through regular or open enrollment.

1. Other persons may attend as auditors subject to the approval of the instructor.

2. The instructor may define the extent of participation of authorized auditors in the class.
