Policy and Procedure ManualChapter 330, Financial Management and Services Responsible Department: Office
of Resource Management and Planning This section outlines policy and procedure regarding reporting actual enrollment of medical and veterinary medical housestaff and projecting future housestaff positions for budgeting and enrollment purposes. Medical housestaff provide a substantial portion of the professional patient care at the UC Davis Medical Center, Sacramento (UCDMC). Housestaff also receive advanced medical training, as well as serve as teachers for undergraduate medical students. Similarly, veterinary medical housestaff provide a substantial portion of the animal patient care at the Veterinary Medical Teaching Hospital (VMTH) and assist in the teaching of veterinary students, as well as pursue advanced training. University policy provides for funding from State resources for a portion of housestaff salaries and, in addition, allocates faculty to the Schools of Medicine and Veterinary Medicine by a ratio established to reflect the educational responsibilities for housestaff. A. Budgeting and enrollment 1. Actual enrollment of housestaff and projections of future housestaff positions must be accurately reported in accordance with the schedules of the two schools, the teaching hospitals, and the Office of Resource Management & Planning (see III, below). 2. Housestaff assigned to University facilities other than those extramurally funded shall be funded according to University guidelines. This is currently 60% from hospital revenues and 40% from State funds. 3. Housestaff enrollments in excess of authorized or budgeted positions will not result in an increase in State-funded resources for the current year. B. Responsibility for coordination 1. The overall coordination of medical and veterinary medical housestaff enrollment reporting is the responsibility of the Analytical Studies Section, Resource Management & Planning. 2. Budgeting of housestaff and associated resources is the responsibility of the Program & Budget Planning Section. A. Current year enrollments 1. By the first day of instruction each quarter, Resource Management & Planning will request transmittal of the school's housestaff listing from the Dean of the School of Medicine and the Dean of the School of Veterinary Medicine or from their designated representatives. 2. The housestaff information shall be submitted to Resource Management & Planning before the fifteenth day of instruction each quarter. This information shall be submitted in the format requested by Resource Management & Planning. 3. Resource Management & Planning will make any necessary updates and upon completion will send this information to the Office of the Registrar and the Office of the President as requested. B. Budget and long-range enrollment planning Data requirements for these purposes change frequently.
