I. Solicitation Authority

No official solicitation for extramural support for research, training, or public service programs or projects may be made in the name of the University without prior approval of the Board of Regents or an authorized officer of the University. At UC Davis, the Chancellor has delegated such authority, within the limits set forth by The Regents, to the Vice Chancellor-Research, or the Vice Chancellor's designee. (See also Sections 210-10 and 260-15 regarding private support of research and gifts for research.)

II. Regular Eligibility

A research, training, or public service project proposal may be submitted by eligible academic appointees (individually or jointly) who will participate in a significant manner and serve as principal investigator. Those eligible are:

A. Members of the Academic Senate, including emeriti, appointed at 50% or more of full time.

B. Appointees in the Agronomist series, including emeriti, at 50% or more of full time.

C. Appointees in the Adjunct Professor series at 50% or more of full time.

D. Appointees in the Clinical Professor series at 50% or more of full time.

E. Appointees in the Professional Research series at 50% or more of full time.

F. Appointees in the Cooperative Extension Specialist series at 50% or more of full time.

III. Eligibility by Special Request

Certain otherwise ineligible individuals may become eligible to submit proposals for research, training, or training-related research as a principal investigator with the approval of the Vice Chancellor--Research. Written requests must justify the need for the individual to be named principal investigator and require the endorsement of the department chair and the appropriate dean/vice chancellor. Those who may submit requests are:

A. Supervisors in Physical Education.

B. Appointees in the Continuing Education Specialist series in University Extension at 50% or more of full time.

C. Executive Program appointees at 50% or more of full time.

IV. Eligibility by Exception

The Vice Chancellor-Research may grant approval on an exceptional basis to students, postdoctoral fellows, and other individuals to submit proposals for research or training as a principal investigator.

Students and postdoctoral fellows must be sponsored by an Academic Senate member in order to submit a proposal for:

A. A young investigator program (e.g., by an appointee in the Postgraduate Research series).

B. A student-originated project, fellowship, field research grant, or dissertation research grant.

C. Requests must be submitted on the form shown in Exhibit A, Request for Exception to Policy on Eligibility to Submit Proposals, and require the endorsement of the department chair and the dean of the college/school.

V. Eligibility of Courtesy Appointees

Courtesy (no salary) appointees may not be listed as or assume the role of principal investigator but may be listed as co-investigator.
