Chapter 290, Health and Safety Services

I. Purpose

This section outlines policy and procedures designed to control the nuisance and potential health hazards created by dogs, cats, livestock, and wild animals on campus. Research animals are not covered by this policy.

II. Definitions

A. Assistance dog--a dog that has been or is being trained as a guide dog, hearing dog, or service dog.

B. Guide dog--a dog that has been or is specially trained to aid a particular blind or visually impaired person.

C. Hearing dog--a dog that has been or is being specially trained to aid a particular deaf or hard of hearing person.

D. Service dog--a dog that has been or is being specially trained to aid a particular mentally, emotionally or physically disabled person with a disability other than sight or hearing.

III. Policy

A. Dogs

1. Dogs, except for police dogs and guide, hearing, and service dogs used by disabled persons as defined by California Civil Code Section 54.1, are not permitted in posted campus buildings and must be on a leash in all areas of campus, except during approved sponsored events or training classes. Dogs in training may enter campus buildings with the department's approval.

2. Any dog causing a nuisance will be subject to impoundment and the owner may be cited under Yolo County Code.

3. Dogs are not allowed in posted livestock and field research areas.

4. A valid county dog license must be worn at all times by any dog on campus.

5. Fecal matter deposited by dogs on campus must be removed immediately by the owner.

B. Animals in campus housing

Animals, with the exception of police, guide, hearing, and service dogs, are not allowed in campus housing units except as indicated in housing lease agreements.

C. Unattended or loose animals

1. Unattended animals found tied outside a building or on campus grounds without proper shelter or water, or causing a nuisance (barking or aggressive tendencies), will be removed by Yolo County Animal Services.

2. Loose animals or wild animals, including feral cats, causing a nuisance or threat to humans or research animals will be caught and removed by Yolo County Animal Services, except loose campus livestock will be caught by the responsible department and returned to the appropriate campus facility.

3. Any animal, exotic or domestic, in any unattended motor vehicle without proper food, water, or ventilation, or subjected to extreme temperatures that could affect its health or safety, will be reported to Yolo County Animal Services.

IV. Procedures

A. Reporting animal control issues

1. The campus has an agreement with Yolo County Animal Services to provide animal control services for all areas of the campus, including locations in Solano County.

2. Contact EH&S at 752-1493 to report animal control issues.

3. During evenings, weekends, and holidays, contact the UCD Police Department for animal control issues.

4. Contact Facilities Management Customer Support Center at 752-1655 for pest control issues and removal of carcasses on campus grounds.

B. Livestock

Sighting of loose campus livestock should be reported to the UCD Police Department and the responsible department.

C. Wild animals

Sighting of injured or potentially dangerous wild animals such as mountain lions, coyotes, or bears on campus should be reported to the UCD Police Department.

D. Animal bites

Animal bites will be handled as required by rabies control laws and regulations (Section 290-40).
