PERSONNEL POLICIES FOR STAFF MEMBERS

After updating these sections in your department's manual, please assure
that employees are aware of policy changes in these areas. If any pages
are missing from this transmittal, departments (including UCDHS) should

The following UC Davis information has been issued by the Office of
the Chancellor.

1.  TRANSMITTED:  Table of Contents, 6/29/00.

    SUPERSEDES:  Table of Contents, 12/22/99.  (RECYCLE.)

2.  END OF THE STAFF PERSONNEL MANUAL:  DISCARD/RECYCLE the entire
    Staff Personnel Manual binder and its contents.

    PURPOSE:  The Universitywide policies contained in the Staff
    Personnel Manual were replaced by Personnel Policies for Staff
    Members (PPSM) on July 1, 1996.  Most UCD procedures in the
    Staff Personnel Manual were superseded as replacement UCD
    procedures were published in the PPSM between 1996 and 1998.
    The remaining procedures are withdrawn effective June 1, 2000,
    except for Section 760 (Layoff), which will be retained by
    Human Resources.  The recall and preference procedures in
    Procedure 760 will continue to be used for Research Unit
    employees who were laid off prior to August 20, 1999, and
    Technical Unit employees who were laid off prior to September
    10, 1997.

    Manual holders were encouraged to retain their Staff Personnel
    Manuals as part of the status quo for certain collective
    bargaining units.  Since collective bargaining agreements are
    now in effect for all of these units, the Staff Personnel
    Manual is no longer needed.  Thank you for maintaining the
    Staff Personnel Manual for so many years to assure a smooth
    transition to the replacement policies and contracts.  If you
    need help interpreting these documents, please contact Human
    Resources.

The following Universitywide policies have been issued by the
Office of the President.

3.  TRANSMITTED:  Policy 40, Holidays, 6/1/00.

    SUPERSEDES:  Policy 40, 6/12/97.  (RECYCLE.)

    PURPOSE:  Added Veterans Day.

4.  TRANSMITTED:  Policy 65, Termination of Career Employees--
    Managers and Senior Professionals, Salary Grades I Through
    VII, 3/1/00.

    SUPERSEDES:  Policy 65, 7/1/96.  (RECYCLE.)

    PURPOSE:  Revised to exclude MSPs in Grades VIII and IX.
    Termination provisions for MSPs, Grades VIII and IX, are
    published in a new section, Policy 67.

5.  TRANSMITTED:  Policy 67, Termination of Career Employees--
    Managers and Senior Professionals, Salary Grades VIII and IX,
    3/1/00.

    PURPOSE:  New policy.  These grades are "at will" employees
    and may be terminated with or without cause.  Notice of intent
    to terminate and/or pay in lieu of notice is optional.
    Termination assistance provisions are the same as other MSP
    titles.

6.  TRANSMITTED:  Policy 70, Complaint Resolution, 3/1/00.

    SUPERSEDES:  Policy 70, 7/1/96.  (RECYCLE.)

    PURPOSE:  Revised to exclude MSPs in Grades VIII and IX.
    Complaint resolution provisions for MSPs, Grades VIII and IX,
    are published in a new section, Policy 71.

7.  TRANSMITTED:  Policy 71, Resolution of Concerns--Managers and
    Senior Professionals, Salary Grades VIII and IX, 3/1/00.

    PURPOSE:  New policy.  These grades are "at will" employees
    and concerns are to be discussed with the immediate
    supervisor.  Concerns that cannot be resolved this way may be
    submitted to the Chancellor for review.  If the complaint
    contains an allegation of discrimination under Policy 12, the
    Chancellor shall appoint a factfinder.
