TRANSMITTAL NOTICE--
PERSONNEL POLICIES FOR STAFF MEMBERS

After inserting these sections in your department's manual, please annotate the Table of Contents to reflect the changes, then post or circulate this notice so employees will be aware of policy in these areas. The Office of the President has issued the following Universitywide policies. 

1.   TRANSMITTED: Policy 12, Nondiscrimination in Employment, 6/21/02.  

SUPERSEDES: Policy 12, 8/1/99. 

PURPOSE: Adds new group of veterans ("recently separated veterans") covered by nondiscrimination and affirmative action requirements, to conform with an amendment to the Vietnam Era Veterans' Readjustment Assistance Act. 

2.   TRANSMITTED: Policy 14, Affirmative Action, 6/21/02. 

SUPERSEDES: Policy 14, 8/1/99. 

PURPOSE: Adds new group of veterans ("recently separated veterans") covered by nondiscrimination and affirmative action requirements, to conform with an amendment to the Vietnam Era Veterans' Readjustment Assistance Act. 

3.   TRANSMITTED: Policy 40, Holidays, 6/5/02. 

SUPERSEDES: Policy 40, 6/1/00. 

PURPOSE: Renames the Spring administrative holiday in honor of Cesar Chavez, previously announced in UCD directive 02-048. 

4.  TRANSMITTED: Policy 42, Sick Leave, 6/5/02. 

SUPERSEDES: Policy 42, 3/1/02. 

PURPOSE: Adds domestic partner and child of a domestic partner to the list of people for whom family sick leave may be taken. 

5.  TRANSMITTED: Policy 81, Reasonable Accommodation, 6/5/02. 

SUPERSEDES: Policy 81, 3/1/02. 

PURPOSE: Allows for trial employment in temporary appointments instead of only in limited appointments. 

The Office of the Chancellor has issued the following UCD sections.

6&7. TRANSMITTED: UCD Procedure 20, Recruitment, 9/13/02, and UCD Procedure 21, Appointment, and Exhibits A-D, 9/13/02. 

SUPERSEDES: UCD Procedure 20, 7/1/96, and UCD Procedure 21 and Exhibits A‑D, 7/1/96. 

PURPOSE: General streamlining and simplification; updates department names and web addresses; modifies rules on scope of recruitment, positions reserved for students, limited/special recruitments, pre-employment physicals, background checks, moving expense; deletes obsolete provisions on Career Clerical Pool, acting appointments, VERIP; delegates approval of moving expenses to department heads; adds reminders on job machine, new employee orientation, conflict of interest, benefits eligibility, interviewing expenses, preferences, dismissed employees; adds new descriptions of PSS and MSP contract appointment process (there is no longer any limit on length of appointment); updates MSP procedures simplifies approval authority and eliminates multiple routings; creates "MSP Coordinator" to support departments during recruitment; requires classification review for all MSP recruitments; allows emailing of confidential applicant surveys and requires that anonymous statistics (rather than individual responses) be given to hiring authorities; updates and simplifies forms; adds requirement for a signed application form from applicants who get an interview; adds "regrading" as a trigger for background check; adds several reminders to departments to coordinate with their dean or vice chancellor's office. 

8.  TRANSMITTED: UCD Procedure 45, Military Leave, 8/2/02. 

SUPERSEDES: UCD Procedure 45, 10/24/97. 

PURPOSE: Adds note on Supplement to Military Pay with cross-reference to website; adds note to alert departments than an employee may be entitled to a promotion or pay raise under Federal law; adds note on when vacation and compensatory time may be used; adds note cross-referencing the vacation payout language in Policy 41.
