PERSONNEL POLICIES FOR STAFF MEMBERS

After inserting these sections in your department's manual, please post or circulate this transmittal notice so employees will be aware of policy in these areas. If any pages are missing from this transmittal, notify Irene Fecht, Chancellor's Office, (530)752-9745 or ilfecht@ucdavis.edu.

New and revised sections are published on the Web by the Office of the President and the Office of the Chancellor as they are approved. UC Davis policies and procedures and Universitywide policies are available at http://manuals.ucdavis.edu. You may also register at this site to be notified by email when policies and procedures change.

The Office of the President has issued the following Universitywide policies.

1.    TRANSMITTED: UC Policy 2, Definition of Terms, 4/1/02.

SUPERSEDES: UC Policy 2, 7/1/96.

PURPOSE: Reflects changes to provide consistency with revisions regarding Supervisor titles in UC Policy 60 as described below; revises definitions of upward, downward, and lateral reclassification.

2.    TRANSMITTED: UC Policy 22, Probationary Period, 3/1/02.

SUPERSEDES: UC Policy 22, 1/01/01.

PURPOSE: Reflects changes proposed by a Universitywide Personnel Policy Work Group for effectiveness of the PPSM; changes completion of the probationary period from the first of the month following six months of continuous service to "following six months of continuous service."

3.    TRANSMITTED: UC Policy 30, Salary, 3/1/02.

SUPERSEDES: UC Policy 30, 1/1/01.

PURPOSE: Reflects changes proposed by a Universitywide Personnel Policy Work Group for effectiveness of the PPSM, consistent with revisions of Policies 43, 60, 62, and 81 described here.

4.    TRANSMITTED: UC Policy 31, Hours of Work, 3/1/02

SUPERSEDES: UC Policy 31, 3/14/97.

PURPOSE: Reflects changes proposed by a Universitywide Personnel Policy Work Group for effectiveness of the PPSM, consistent with revisions of Policies 43, 60, 62, and 81 described here.

5.    TRANSMITTED: UC Policy 41, Vacation, 3/1/02.

SUPERSEDES: UC Policy 41, 1/1/01.

PURPOSE: Reflects changes proposed by a Universitywide Personnel Policy Work Group for effectiveness of the PPSM, consistent with revisions of Policies 43, 60, 62, and 81 described here.

6.    TRANSMITTED: UC Policy 42, Sick Leave, 3/1/02, (revised 6/5/02).

SUPERSEDES: UC Policy 42, 7/1/96.

PURPOSE: Reflects changes proposed by a Universitywide Personnel Policy Work Group for effectiveness of the PPSM, consistent with revisions of Policies 43, 60, 62, and 81 described here.

7.    TRANSMITTED: UC Policy 43, Leave of Absence, 3/1/02

SUPERSEDES: UC Policy 43, 1/1/01.

PURPOSE: Reflects changes proposed by a Universitywide Personnel Policy Work Group for effectiveness of the PPSM; adds curtailment leave to address curtailment of University operations during periods such as holiday closures.

8.     TRANSMITTED: UC Policy 60, Layoff and Reduction in Time from Professional and Support Staff Career Positions, 4/1/02.

SUPERSEDES: UC Policy 60, 1/1/01, 3/1/02.

PURPOSE: The 3/1/02 revision (on Web but not distributed) reflects changes proposed by a Universitywide Personnel Policy Work Group for effectiveness of the PPSM; adds a severance pay option as an alternative to granting preference for reemployment and the right to recall following layoff. The 4/1/02 revision provides a new approach to providing Supervisor titles for each classification series (rather than each classification title); changes the order of layoff so that layoff is effected by department, by class, and by salary grade (in the event a class may be assigned to different salary grades); changes the right of recall so that recall is to a position in the same class, same salary grade (in the event a class may be assigned to different salary grades), and same department at the same or lesser percentage of time as the position held at the time of layoff.

9.    TRANSMITTED: UC Policy 62, Corrective Action--Professional and Support Staff, 3/1/02.

SUPERSEDES: UC Policy 62, 7/1/96.

PURPOSE: Reflects changes proposed by a Universitywide Personnel Policy Work Group for effectiveness of the PPSM; adds statutory requirements for records retention for police personnel.

10.   TRANSMITTED: UC Policy 66, Medical Separation, 3/1/02.

SUPERSEDES: UC Policy 66, 3/14/97.

PURPOSE: Reflects changes proposed by a Universitywide Personnel Policy Work Group for effectiveness of the PPSM, consistent with revisions of Policies 43, 60, 62, and 81 described here.

11.     TRANSMITTED: UC Policy 81, Reasonable Accommodation, 3/1/02, revised 6/5/02.

SUPERSEDES: UC Policy 81, 1/1/01.

PURPOSE: Reflects changes proposed by a Universitywide Personnel Policy Work Group for effectiveness of the PPSM; revises the trial employment provisions to provide consistency with the U.S. Equal Employment Opportunity Commission's 1999 enforcement guidance pertaining to reasonable accommodation under the Americans with Disabilities Act.

PURPOSE: Streamlines and simplifies language; updates unit names, information, and descriptions; updates Web addresses; editorial revisions for clarity.

15.   TRANSMITTED: UCD Procedure 22, Probationary Period, 4/1/02.

SUPERSEDES: UCD Procedure 22, 1/17/97.

PURPOSE: Updates department names; redelegates authority to grant leave during probation and clarifies that changing the probation end date is mandatory when this happens; adds note clarifying right to use accrued leave during probation; adds note on new limited appointment provision; adds requirement of 7 days notice for extension of probation; removes requirement to send paperwork to Human Resources in connection with the probationary evaluation; simplifies the form in Exhibit A.

16.    TRANSMITTED: UCD Procedure 31, Exhibit A, Monthly Working Hours, 2/27/02.

SUPERSEDES: UCD Procedure 31, Exhibit A, 12/18/00.

PURPOSE: Provides new schedule of working hours for July 2001-June 2003.

17.    TRANSMITTED: UCD Procedure 43, Leave of Absence, 2/19/02.

SUPERSEDES: UCD Procedure 43, 10/24/97.

PURPOSE: Extensive revision; deletes Storehouse availability of booklet and forms packet and adds Web addresses; UPAY 573 (Sabbatical Leave) form is no longer used; adds notes about required poster, interplay of FMLA, CFRA, and PDL, definition of "serious health condition," retroactive and provisional designation, and in loco parentis entitlement; deletes note about how to calculate leave year since it has changed from rolling to calendar leave year; adds option to use CTO before a leave if it is not counted as part of the FML 12 weeks; eliminates requirement that the employee request leave and obtain separate medical verification for a Workers' Compensation absence that is to be designated as FML; clarifies the procedure with several new steps to explain benefits, PPS transactions, revised forms, conversion to LWOP, supplemental leave, or personal leave, and recordkeeping.

18.    TRANSMITTED: UCD Procedure 44, Work-Incurred Illness and Injury, 2/20/02.

SUPERSEDES: UCD Procedure 44, 7/1/96.

PURPOSE: Updates department names and Web addresses; adds new note about how employee is paid for the time spent in medical appointments; clarifies the requirements for designating Workers' Compensation leave under the Family & Medical Leave Act.

19.    TRANSMITTED: UCD Procedure 61, Release, 4/1/02.

SUPERSEDES: UCD Procedure 61, 1/17/97.

PURPOSE: Updates department names; reorganizes information to show the differences in procedure for each type of appointment; adds new requirement that supervisors consult with Employee & Labor Relations prior to making a probationary release; adds note on new wage payment law.
